Topic 1: How the changing legal framework, platform cooperation, intelligence tools and analysis techniques contribute to more effective online to offline actions.
Moderator: Katerina Vardalaki
- OCEAN: React will shortly introduce its software to facilitate the online enforcement process which will include Ai Tools to identify suspected trade and traders, and hence O2O. External speakers from CapiSoft.
- What are the relevant provisions in the DSA, and how to use those to obtain the necessary information for an offline investigation. Summary of pending litigations. Speaker: Xavier Koehoorn.
- Intelligence processing, O2O: How we work, our results and what we expect in the near future from the introduction of the KYC concept in the DSA, the cooperation by platforms and our IT. Speaker: PJ Whyte.
- How to build a case based on information available online so that it is understandable/relatable to prosecutors to take up the matter for prosecution and the perspective of the prosecutors – External speaker Sandra Gudaytite from Eurojust.
Topic 2: Enforcement at the border can be improved despite the budget constraints of rights holders and law enforcement.

- By analyzing customs enforcement results, routes, and trends, resources can be used more efficiently. Speakers: Global Customs React Team.
- The customs recordal process should be simplified/automized; there are some positive national developments to mention in the EU, Vietnam, Thailand.. and also some obstacles! Speakers: Global Customs React Team.
- The EU Customs Reform introduces new concepts for example on E-Commerce, an EU customs authority and an EU datahub. Which could provide more clarity about the imported products and the importers and exporters. Will this help identify fake products and will it determine more clearly the responsibilities for the consequences of counterfeit trade? Dutch Customs will explain the basic principles of the reform and the proposal for a new UCC. External speaker – Forra de Jong, Dutch Customs Enforcement Directorate.
- What happens after the customs detention is equally important for a successful border enforcement: React’s efforts to charge the costs of storage and destruction on the responsible parties and our plans for cost efficiency in warehousing and sustainable processing of the fake products. Registrations & Check-in
How can I register myself for this event?
Please go to the bottom of this page. Attending the event is free of charge. There is only a fee for participating (with a market stand/table) in the Product Identification Training.
Do I receive any confirmation after my registration?
Yes! After filling in the registration form, you will receive a conformation mail to the email adress you mentioned in the form. This conformation mail will be sent from React/Aanmelder (noreply@aanmelder.nl) React AGM 2024: You have been registered.
In the meantime if you would like to change your registration, you can easily do it yourself.
1 day before the event takes place you receive a QR-code for check-in at the venue.
I have not received any conformation after filling in the registration link?
If this happens, please contact us directly by emailing us to HQ@react.org with the subject: "Registration form AGM 2024". We will check this for you and make sure your registration will be confirmed.
What if I registered but are unable to attend?
We kindly ask you to cancel your registration! Please go to your confirmation and change this into 'I would like to DEregister' for this event, so we are updates you won't be there (anymore). If you are not sure how to do this, please send HQ@react.org an email to tell us that you would like to deregister.
How do I get access to the event when arriving at the venue?
One day before our event, you will receive in your email a QR-code to check-in at the venue. The team of React is there to welcome you ánd to provide you with your badge/name tag especially for this event.
Please note that when you are joining us for both days, you don't need to check-in again on the second day.
Where exactly do I check-in for this event?
The check-in / entrance of the event on Thursdays is inside 'De Hallen', next to the FoodCourt ('Foodhallen') & Cinema ('Filmhallen'). Exact address is: Hannie Dankbaarpassage 18. You can access the 'Passage' from both sides (Tollenstraat & Ten Katestraat)
Program & Training
How do the days look like exactly?
Thursday: In the morning is the members only morning meeting and around 11 the presentations starts. After that we will have drinks, dinner and the venue closes around midnight.
Friday: During this day there are actually multiple activities at both locations. In de 'Hallen Studios' there is the Product Identification Training from 9am till 2pm (including a lunch around 1pm) where local authorites come by for training from our members. At the other place, 'De Kanarieclub' are the consultation sessions, where members with React have as we like to call them 'the speeddates'.
How to book a table for the Product Identification training?
The Product Identification Training on Friday for officials is in a 'Market Style' format. This means you can book a table, which you can easily do by accepting the costs of €250 for the spot in the registration form.
If you reserve your market stand through the registration form, in any case one market per company stand will be assigned! So it doesn't matter whether you cross of the box with accepting the costs for multiple persons from your team or for only one team member, we will automatically assign one table per company.
If registering or booking a market stand by any chance is not possible for you or whenever you want to request more stands for your company (please note that this is only upon request by e-mail due to limited spaces) please send us an email to HQ@react.org with the subject "Market stand AGM 2024".
How do I pay for the Market Stand?
We will make sure that all members who are participating in the training will get an invoice for booking a market stand. The invoicing process will be just like any other training, so the costs for participating in this event will be shown on the (regular) monthly invoice.
Where do I send my materials for the training?
You can send this to our office in Amsterdam. However, please do attach your company name and contact person to the materials so we know from who the packages are. We will make sure that these materials will be at the even. Please note that we deliver all materials after 4pm on Thursday when when we built up the market stands.
When you want us to send it back to your office, request this by sending us an email at HQ@react.org. Costs for transport will be added to your monthly invoice.
I want to bring my samples and materials for the training to the venue myself, is this possible?
The venue where the market will be is available after 4pm on Thursday the 18th. You are welcome to drop off any materials you have for the training. Please let us know (at least 3 days before the event) when you are coming by yourself to drop off materials, so we can provide you with the address ánd inform the venue.

Where do I park my car?
Closest: Below Hotel De Hallen there is also Parking garage De Hallen (Adress: Bellamyplein 41). The parking garage is open from 07am till 3am. It is not possible to reserve a spot.
Best price: Park your car cheap and safe in parking garage 'Olympisch Stadion'. With public transport you will be at the venue in 20 minutes. The Parking Garage is open for 24h. You can reserve a sport here (as long as there is availability): Olympisch Stadion Car Park.
