Topic 1: Online monitoring and enforcement to offline actions are becoming more and more effective.

Moderator: Katerina Vardalaki


  • What are the relevant provisions in the DSA, and how to use those to obtain the necessary information for an offline investigation – Speakers: Legal React team.
  • Our cooperation with the platforms; cooperate rather than combat to exchange information to enable intelligence collection. In case, we do not manage to find the necessary cooperation, we explore legal options to enforce this. Summary of pending litigations. Speakers: Jonathan Selvasegaram & Legal React team.
  • OCEAN: React will shortly introduce its software to facilitate the online enforcement process which will include Ai Tools to identify suspected trade and traders, and hence O2O. External speakers from CapiSoft.
  • Intelligence processing, O2O: How we work, our results and what we expect in the near future from the introduction of the KYC concept in the DSA, the cooperation by platforms and our IT tool OCEAN. Speaker: PJ Whyte.
  • How to build a case based on information available online so that it is understandable/relatable to prosecutors to take up the matter for prosecution and the perspective of the prosecutors – External speaker Sandra Gudaytite from Eurojust.


Topic 2:

Enforcement at the border can and should be improved.

Moderator: Ronald Brohm


  • By analyzing customs enforcement results, routes, and trends, resources can be used more efficiently. Speakers: Global Customs React Team.
  • The customs recordal process should be simplified/automized; there are some positive national developments to mention in the EU, Vietnam, Thailand.. and also some obstacles! Speakers: Global Customs React Team.
  • The Union Customs Code (UCC) introduces new concepts for example on customs inspections and declarations for E-Commerce, an EU customs authority, an EU datahub. Which could provide more clarity about the imported products and the importers and exporters.
    Will this help identify fake products and will it determine more clearly the responsibilities for the consequences of counterfeit trade? Dutch Customs will explain the basic principles of the UCC. External speakers – Forra de Jong, Dutch Customs Enforcement Directorate.
  • REACT Sustains strives to destroy counterfeit products as sustainably as possible. Not only because our members and we care about the environment, but also to maintain the support we have, to stop counterfeit products. Where do we stand with REACT Sustains, the recent developments and our ambitions? Speaker: Sander Bakker.
